DSS Reorganization- Legislative Update

Many social workers around the state have been closely following Senate Bill 594 Family/Child Protection & Accountability Act.

 

The bill establishes a large committee tasked with reorganizing and regionalizing County Departments of Social Services. Ad hoc committees are also established under the legislation to look at staffing, training, and other measures related to reorganizing. The NASW-NC Legislative Committee voted to formally support the legislation but under conditions that the committees focus on a number of priorities while developing a new plan for service delivery and staffing.

 

This week, legislators made changes to the legislation under House Bill 630 Rylan's Law. This legislation would require Child Protective Services workers to supervise two successful home visits before a child is reunited with their parent. The Senate plan to reorganize DSS was folded under this bill.

 

Additionally, the bill was amended to no longer mandate consolidation, but, instead, encourage regionalized supervision.

 

The bill passed both the House and Senate and was sent to the Governor for his signature.
